Washington, Ottawa Alliance split negotiations go bust over 50% tariff crossfire.
North America's greatest economic and diplomatic partnership was brought to an abrupt end when 11 years of tough talks between the United States and Canada collapsed. Prime Minister Mark Carney told Canadian negotiators in Washington to return to Ottawa after the White House introduced a last minute and unacceptable demand that has effectively put Canada and the United States at 'war' economically.
"This unprovoked attack on our sovereignty was made by a country that we have long co-operated with on trade, security and defence," he said speaking from Parliament Hill. Carney pointed out that "after 11 years of discussion" Ottawa refused to accept a bad deal in order to preserve Canada's economic autonomy.
The immediate catalyst for the collapse was a sweeping 50% tariff on $20 billion worth of Canada’s exports imposed by Trump Administration officials. The punitive duties are not limited to a small slice of goods but affect the food, manufacturing, and consumer staples like lumber, steel, cement, automobiles and agricultural products, and ignore well-established USMCA exemptions. U.S. officials have accused Canada of reneging on promised regional market access, wrong-footed dairy standards and provincial alcohol bans. Canada officials instead blame U.S. concessions for the campagnes against them as a predatory economic quest to overthrow the American house of breadwinning and status.
In response to Washington’s action, Ottawa announced a matching “dollar-for-dollar” retaliatory trade package to come into force on September 8. The new counter-tariffs will be aimed at specific American goods, in particular U.S. steel, dairy, electronics and agricultural products. Nearly $2 billion in daily bilateral trade and tightly integrated supply chains across the world’s longest and only border have been hit with unprecedented disruption by the historic rupture between the United States and its southern partner. As Washington and Mexico’s respective capitals dig in, the end of the talks predicts a new era for North America that will see the end of frictionless trade along the world’s longest undefended border.
