For forty years, the macroeconomic orthodoxy mandated a strict ordering: the state first promotes deregulated, market-driven growth, only then can it redistribute the wealth it generates to purchase public services. 'Manchesterism', the political-economic philosophy developed by Andy Burnham, turns this completely on its head. It asserts that public ownership of basic infrastructure is not a bonus to be granted with prosperity, but the very condition for its creation.

At the centre of this model is the refusal of the centralised Westminster model and the market-led deregulation that dominated the British economy after 1980. Manchesterism maintains that structural regional inequalities could not be smoothed by periodic, top-down capital infusions from Whitehall. Instead, genuine economic resilience requires a structure of municipal sovereignty over the structures of everyday life: public transport, housing and local skills training.

Perhaps the best example of this approach is Greater Manchester's "Bee Network": an integrated publicly controlled transport system that uses local regulation to bring buses back under local control and cap fares. As a powerful transaction-cost-reducing measure, the Bee Network does something simple but has an immense impact. It increases the effective labor market pool by allowing workers from marginalised, post-industrial boroughs to reliably and affordably access high-value employment clusters in the city Centre.

In addition, the report argues that public intervention is a way to de-risk institutions. When a combined authority can democratically do local planning, transport alignment and housing strategy, then it creates a safe, long-term space for sustainable private investment, and for the local economy to transition from speculative property investment to higher productivity and higher wages.

In the end, Manchesterism redefines the state not as an entity that restores the market to equilibrium by correcting for its failures only after the fact, but as an entrepreneurial and market-shaping force that should have existed in the first place. It provides a striking, data-driven blueprint that demonstrates how local, democratic ownership of public assets would have been most conducive to preventing decline.
