The ECI shall discontinue the filing of bulk applications for deletion of voters.

Recent reporting in The Hindu and the findings of the civic groups Association for Democratic Reforms and Asha for Democratic Reforms points to people exploiting the Form-7 statutory deletion facility enshrined under Section 4(3) of the Representation of the People Act, 1950, with orders soon coming to curb the abuse.

The controversy revolves around the routine filing of bulk applications against legitimate voters not knowing about them. In the past, objections could only be filed by voters registered at the same polling booth. With the amendment allowing objections from any registered voter in a mandal, the avenue for objections became a lot broader. Recent reports come to light that a well-coordinated campaign has been waged through hotlines and physical judgments to file bulk applications against the polls using false credentials or anonymous voters.

The rules that govern this issue mandate field inquiry, neighbor confirmation and hearing notices before any deletion can be made, but these procedures have to be expedited when the number of objections is large, overloading local election officers. And if any of those steps are indeed rushed, the notices may not be forwarded, causing legitimate electors to learn of their removal when they go to the polls.

To file a false declaration in Form-7 is punishable. Quality of identity verification, thresholds of verification, and strength of inquiry policy are the key parameters in ensuring administrative instruments for elections serve as tools of participation, and not suppression. Citizens can use the Election Commission of India Voter Services Portal to check their registration status, confirm the details of their enrolment or know about official objection procedures.
