External Affairs Minister Dr. S. Jaishankar’s fresh set of proposals was aimed at reviving confidence in broken multilateral institutions.

It lays out India’s core campaign pillars, centering a doing-over of a 1945 model to better match the new geopolitical dynamics of the 21st-century.

India has officially launched its bid to win a non-permanent seat in the UN Security Council (UNSC) for the 2028–29 term by unveiling at its New York headquarters what it calls “SHANTI” – Secure Holistic Advancement through Norms, Trust and Integrity – an acronym that captures New Delhi’s commitment to addressing the pressing concerns of a fractured world, as it introduces itself distinct from other powers by positioning itself as a trustworthy voice-builder and a critical enabler of confidence in the broken institutions of the global order and the polity they represent.

India’s campaign is essentially based on it being the “Voice of the Global South” by default and having an array of actions on the table to help more than 79 states pursue transformative development projects, using its nearly 300,000 peacekeepers deployed across around 50 peacekeeping missions - its primary advantage over the other candidate countries and the basis upon which India’s campaign is based around six pillars: giving voice to the Global South, advocating transformational UN reforms, improving peacekeeping missions, regulating artificial intelligence, ensuring the integrity of sea lanes and tackling terror funding.

However, India no longer is simply riding the easterly wind in advocating for a return to the US’s famed horseshoe table of the UNSC; faced with a “one-on-one” face-off with the youthful insurgent Tajikistan in the June 2027 elections that will decide the singular “unreserved” seat available in the Asia-Pacific Group, India’s campaign is all or nothing in lifting its entire General Assembly visa of two-thirds, following through with a crucial intermediate milestone in India’s larger ambitions as well as a significant regulatory hurdle for the much-needed expansion of the permanent five.
