In order to fund a bad municipal budget, Krakow officials plan to use short-term tourists to pay for rising transit costs instead of local taxpayers.

While Krakow struggles to build out its urban infrastructure, city officials are scheming an unpopular proposal that would raise prices for tourists and new residents while protecting tax paying city dwellers. A new transport plan is designed to reduce the critical operational deficits in Krakow’s bus and tram network caused by inflation, rising energy costs and a continuity of increase in the number of passengers.

Under the new transport plan, income tax paid within the city will be taken into account, which means that residents of Krakow will have benefits on such tools as monthly passes and normal single fare rates.

'Lots of international tourists visit the historic centre each year and so I think it only makes sense for tourists to take more of a responsibility of maintaining the transport infrastructure and not burden the residents who already support the city through income taxes.' 'Public transport should be for residents first,' say the council members that support the measure, who also have a system like this in place in some of the larger European tourist cities.

Nonetheless, the scheme has caused a froth of resistance among local business lobbyists, hospitality chief executives and consumer advocacy organisations. They say the scheme adds needless administrative hassle to the matter of validating tickets.
