Unsealed federal records reveal a multiyear counterintelligence investigation into alleged Chinese influence operations, campaign finance violations, and alleged infiltration of foreign agents on Capitol Hill.
Nearly 150 pages of new declassified FBI documents give a new perspective on a year-long counterintelligence probe that focused on former Rep. Eric Swalwell and suspected Chinese intelligence operative Christine Fang, also known as "Fang Fang." The documents, released by the White House Government Transparency Task Force, detail how Chinese intelligence organizations targeted emerging American political figures on Capitol Hill through astute networking, campaign finance and personal liaisons.
The FBI conducted the undercover counterintelligence operation codenamed Freshman Fifteen after intelligence indicated that foreign nationals were attempting to find a way to influence congressional offices. In recorded interviews, Swalwell told investigators he had been in a personal relationship with Fang, which he described as casual, before federal authorities told him she was involved with intelligence.
The documents show the former congressman was acting as a covert agent of the Beijing government, working to win illegal campaign donations and place people in Washington positions before eventually disappearing from the United States amid the investigation. While the bureau uncovered a massive foreign influence strategy, federal prosecutors decided not to bring criminal charges against the former lawmaker, saying they could not establish a clear criminal quid pro quo and because of national security concerns.
The newly released documents focus on methods of foreign political spying used to infiltrate U.S. government. Politically, the reaction continues to be strong as congressional leaders call for more oversight and tighter regulation of foreign influence in campaign finance to secure our democratic institutions against foreign interference.
